A few of my friends shy away from ink liners because they can't stand the glossy finish. I have only ever used pencil, Stila's Stay All Day Liner (which isn't quite matte) and MAC's Fluidline in Blacktrack so I haven't really considered the matte vs glossy debate. But, if you need liner with a true matte finish in liquid form, there's a new option in Make Up For Ever's new Ink Liner* ($27, 3.5ml).
I haven't much experience with liquid liners. Mostly I think they're fussy but I do like how bold and precise the result is, this is something pencil can't quite do. Using the Ink Liner didn't require much practice. When I used it the first time, (in a bit of a rush to head out), I had a self-critical "this might go wrong" moment but chanced it anyways to good results. After two uses, I'm pretty sure I've got my technique down.

The felt tip brush is the most attention worthy aspect of this liner. It's flexible enough to create fat lines but rigid enough to get into my water line or produce thin lines close to the lashes. The very tip of the felt brush fits perfectly between each individual eyelash. This was the product's "ah-ha!" moment; yielding the brush perpendicularly gives awesome precision between eyelashes.
The Ink Liner didn't smudge and the finish is indeed, matte. It's not waterproof though but during the day my eye watered a little and I didn't look like a raccoon after. This is great liner option and has fit perfectly into my routine.
